Goals

The overall goals of URPA are to improve and expand inter-city and regional passenger rail services, and develop a sound, robust infrastructure on which Amtrak, VIA Rail Canada, and other rail passenger operators can be fostered as self-supporting entities.
URPA also works effectively to:
- Provide factual background information and policy formation goals for political interests on all levels, working with both political parties to move passenger rail issues away from partisan support to the broader realm of bi-partisan support that becomes good public policy recognizable to all.
- Support efforts which create public policy that helps passenger rail become as self-sufficient as possible, first relying on internal resources for operating and capital needs instead of automatically seeking support from public treasuries in lieu of good business practices.
- Find ways for passenger rail and freight rail to work in harmony towards a common goal of efficiency, improved infrastructure, improved safety both in operating practices and when interacting with the public such as through Operation Lifesaver, and the creation and implementation of a national transportation policy that supports a stronger rail industry.
- Provide planning and strategic support for local and state groups in several forms including direct mail, local advertising, media appearances, media support, and other areas as necessary.
- Identify and assist in the organization of grass roots support for passenger trains throughout North America.
- Make honest assessments and factual public statements against any proposed traditional or high speed rail projects or government policy which may be harmful to the overall goals of healthy and increased passenger rail service in North America.
Successful realization of these ambitious goals will require a strong effort from all who believe in a balanced transportation system for America.
